The Level 2 Certificate in Construction – Civil Engineering Operations (General Construction) is a nationally recognised qualification designed to provide learners with the practical skills, knowledge, and competence required to work safely and effectively on construction and civil engineering sites.
This qualification is ideal for individuals who are new to the construction industry or those currently working in a labouring or operative role who wish to gain a formal qualification to support progression, employability, or further training. It reflects the real working environment and focuses on developing hands-on skills alongside essential health, safety, and industry best practice.
Learners will gain experience across a range of core construction activities, enabling them to operate confidently under supervision on site. The qualification supports progression into employment, apprenticeships, or further construction-related qualifications.

This is a competence-based qualification assessed through:
Practical observation in a real or simulated working environment
Portfolio of evidence
Professional discussion and questioning
Witness testimonies (where applicable)
Remote assessment will be used wherever feasible; however, in some situations an in‑person observation may be required.
On successful completion, learners may progress to: Level 2 or Level 3 NVQs in Construction or Civil Engineering. Apprenticeships in construction trades. Specialist pathways such as groundworks, utilities, or plant operations. Employment as a general construction operative or site labourer. The learner will also receive a certificate of competence from the awarding body.
