EUSR SCO Initial – Module 1: SCO Core, Module 2: SCO Permit to Work (PtW) and Module 5: Form of Authority (FoA)

Overview

The Safe Control of Operations (SCO) scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct permitry.

The SCO scheme is the knowledge-based part of a Competent Person’s or Authorising Engineer’s route to network registration and is followed by the competence-based part of the overall requirement.

The introduction of IGEM/GL/6 Edition 3 has introduced an increased emphasis on risk-based management of gas safety systems and gives gas distribution companies the flexibility to develop their own gas safety procedures based on meeting the common requirements of GL/6. The SCO scheme is based around the requirements for meeting GL/6 compliance.

The SCO scheme consists of an Initial programme for newcomers to the industry and a Renewal programme for those with existing and current SCO registrations.

This course is suitable for all gas industry personnel involved in operational works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to, individuals who are or will become: * Named Authorising Engineers or * Named Competent Persons * Named Competent Persons for either Permits to Work, Forms of Authority and, where appropriate, Routine Operations

Description

On completion of the course, individuals should be able to: 

  • State the purpose, process and main features of the revised SCO procedures 
  • Identify the context and scope of SCO 
  • State the types of safe systems within the risk hierarchy and risk-based approach to SCO 
  • Identify the roles and responsibilities of specific individuals within SCO and the importance of communication 
  • State the SCO procedures for deviations and emergency situations 
  • Identify the requirements for records management, performance review and monitoring, audit and review 
  • Identify SCO competency requirements 
  • Identify SCO EUSR registration requirements
  • State the purpose of a Permit to Work and when this type of control should be used 
  • Identify the purpose and the requirements of a risk assessment including those factors to be considered when undertaking a risk assessment 
  • Identify, analyse and apply the key information requirements of a PtW 
  • State the relevant process, roles and responsibilities for personnel involved in the planning and execution of a PtW 
  • State the relevant process, roles and responsibilities for personnel involved in the management of a PtW
  • State the purpose of a Form of Authority and when this type of control should be used 
  • Identify and analyse the key information requirements of an FoA 
  • State the relevant process, roles and responsibilities for personnel involved in the preperation and management of an FoA 
  • Identify specific FoA requirements for communication, handover, records management, attendance on site, conflict checking and dealing with deviations and emergencies

Upon successful completion of the course, candidates will receive a virtual EUSR card.

Prerequisites

  • All individuals must possess the appropriate skills to perform their role. This includes suitable reading and writing abilities.
  • Candidates must inform us prior to attending, if they are 'Named Authorising Engineers' or 'Named Competent Persons'.

Exam Information

  • Theory based training, multiple choice assessment and audit a Permit to Work. 
  • Authorising Engineers will also need to write a Permit to Work. Audit an FoA exercise.

Dress Code

Materials Required

The programme and assessment is taken in English. The use of translators in the delivery of the programme and the assessment is not permitted.

All individuals must possess the appropriate skills to perform their role. This includes suitable reading and writing abilities.

Candidates must inform us prior to attending, if they are 'Named Authorising Engineers' or 'Named Competent Persons'.

Please arrive 15 minutes prior to the course start time for registration.  Candidates arriving later than the advised course starting time may not be admitted onto a training course.  Please call us on 191 489 212 if you are running late.
